Victor Herman Palla was born on November 30, 1959 in Houston, Texas. He was educated in the public school system of the city, graduating from Bellaire High School in 1979. He then attended Houston Community College, from which he graduated with an Associates Degree in Chemistry in 1982. He is the Assistant General Secetary for the Houston Scottish Rite Bodies.

Brother Palla was a member of Houston Chapter, Order of DeMolay, as well as Mother Priory, Order of Knighthood. Because of his service to the Order of DeMolay, he was invested as a member of the Legion of Honor in 1997, and was invested with the Degree of Chevalier in 2000.

Brother Palla received the degrees in Freemasonry from Jacques DeMolay Lodge No. 1390 in Houston, Texas. He was initiated as an Entered Apprentice Mason on November 21, 1991; passed to the degree of Fellowcraft on April 30, 1992; and raised to the sublime degree of a Master Mason on June 1, 1992. He served as Worshipful Master of the Lodge from 2007 to 2008.

Brother Palla is a member of the Ancient and Accepted Scottish Rite of Freemasonry, having received the degrees from the Houston bodies in July 1992. In addition to his duties as Assistant General Secretary, he is also Technical Director of the Theater, and Curator of the Library and Museum. He served as Wise Master of Houston Chapter of Knights Rose Coix in 2002. For his service and devotion to the Rite, he was invested with the rank and decoration of a Knight Commander of the Court of Honour in 1997, and was coroneted an Inspector General Honorary of the Thirty-third Degree in 2005.
